It seems like he meant more of should be signed tonight, based on context of other quotes. But I also doubt that considering the contradictory statements about the US’s team departure. But that could be put up to any number of unforeseen circumstance.
In Short, I think it is a little premature to call it a sure fire thing. There is hope. And more time than I thought considering he said the ceasefire ends on Wednesday evening EST in the same article. I expected Tuesday evening.
