Mollie Just to add we don’t get speeches like this from him in the UK. He is not permitted to enter the House of Commons. He can’t take part in politics at all. He can give short ceremonial speeches on some occasions.
The main speech he gives every year is the King’s speech which is written by the government and he has no chance to write it himself. It sets out the government agenda for the year and he reads it out. It’s not noted for being humorous or witty. It must be read in a neutral tone not to suggest any personal involvement in the topics he reads about.
He can do this speech to Congress, because he is representing the UK in a foreign nation. But he just doesn’t have the opportunity to show his wit in the same way in the UK.
This is because by convention he has to perform a ceremonial rule as UK monarch, and must resolutely not get involved in politics in any way however minor.
I am pretty sure he wrote this speech himself. Obviously would have suggestions from speech writers and but he is well capable of writing his own speeches and at the minimum would do a complete rewrite of it.
He’d consult with the UK government of course about the elements to do with the UK government but unlike the Kings Speecvh the UK government doesn’t write it and he has a lot of freedom in his foreign speeches. They’d likely talk it over with him and comment on some drafts, that’s about it.
But a lot of it reflects his own personal interests and personal style and is either written directly by him or in collaboration with his speech writers who are very accustomed to his style and interests.
